The Housing Authority of Paducah received a $250,000 grant from the U.S. Department of Housing and Urban Development. The grant creates an innovative new program that involves partnerships with Painters Union Local #500 (International Union of Painters and Allied Trades, AFL-CIO), West Kentucky Community and Technical College and the Housing Authority. The program trains people to become painters and offers participants a chance to receive work skills, academic training, and wages while learning. The grant also provides assistance with transportation and childcare for students. Participants will accumulate 1000 hours of On-The-Job Training, which can be applied to an application for Union membership. Each student will initially be paid $5.50 an hour for time worked painting, but will receive a 25-cent raise each time a work or educational goal is accomplished.

Homeownership Program


The Housing Authority of Paducah is a Public Housing Agency whose mission is to preserve and expand clean and safe affordable housing options for low-and-moderate income families in the City of Paducah. Established in 1938, the Housing Authority of Paducah has grown into one of the largest local providers of affordable housing and family services in McCracken County. The Housing Authority currently provides affordable housing for over 1,500 individuals and administers over twenty programs for family, children, and the elderly. Two of these programs are the new Homeownership and Home-Buyer Education/ Pre-Purchase Counseling Programs.

Youth Services
 

The Housing Authority of Paducah staffs a Youth Services Coordinator to assist parents who wish to involve their children in a wide variety of educational and social programs.  Partnerships with Paducah Parks and Recreation maintain both a Neighborhood After School Program during the School year and summer recreation activities.  Both programs take part in the USDA Community Adult and Child Food Program by providing nutritious meals and snacks to the participants.  The Youth Services Coordinator works closely with the city school system to provide Early Intervention Group Services and mentoring for children facing difficulties in school. 

Special Programs include a Girls Scout Troop, Junior Police Explorers, Youth Sports Activities, and camp opportunities.  Students, age 14 to 18, have the opportunity to become involved in community service projects and obtain employment.  Examples of these activities include:   

  • Cops and Bobbers
  • Minority Leadership Conference
  • Calling All Colors
  • Holiday activities

The Youth Reach Victory Program received a national Award of Merit from the National Association of Housing and Redevelopment Officials in 2004.   The program, developed by Dr. D. H. Anderson Community Property Manager, Bessie Newbern, is a means of cutting down on fights between children at the residential site.  Children, who avoid fights or other trouble at school, Monday through Friday, and avoid fighting on development grounds, are rewarded for good behavior each Friday afternoon.  Children are also rewarded and recognized for good grades.

Senior Services
 


The Senior Services Coordinator works with the Housing Authority’s senior residents to provide assistance in obtaining appropriate support services.   Outings and group activities keep senior residents active and social.  The coordinator schedules events such as health screenings, health education, and offers assistance with Medicare and most other types of business affairs.  Other services include support with Patient Assistance Programs for low-cost prescriptions.  The Coordinator also assists the residents in setting up transportation through the local Seniors Rides.  This services provides transportation to Doctors visits, the bank, grocery shopping and to the pharmacy. 

An inter-generational group meets once a month pairing senior residents and children ages 6-12 for activities, socializing and games.  Senior residents are encouraged to take part in the Housing Authority’s Resident Advisory Council and various educational programs.  Our seniors have been active participants in computer training and bi-monthly newsletter production. 

Opportunities also exist for active seniors to volunteer for the various reading and computer learning programs at the Charles J. Moss Jr. Child Development Center.  Outings  to local points of interest, monthly shopping trips and  day trips of the area are some of the other activities  that help the  senior residents to remain on the go and socially active.
