Board of Commissioners

The US Housing Act of 1937 vested the authority for      policy setting, decision making, and entering into contracts with the Board of Commissioners. The Board of Commissioners for the HAP is made up of five (5) members including three citizens, one resident and the mayor. Board members are appointed to the Commission by the mayor and serve a term of four (4) years. The current Board members are as follows:

Reverend Raynarldo Henderson - Chairman
 
Appointed to the Board in 1993, Reverend Henderson has held the position of Chairman for nine (non-consecutive) years. Ray has a Master of Divinity from the Southern Baptist Theological Seminary in Louisville, Kentucky, and a Bachelor of Communication Arts from Judson College in Elgin, IL. Pastor Henderson has immersed himself in the Paducah community while serving as pastor to the Washington Street Missionary Baptist Church since 1992. He also previously served  one year on the Site Based Decision Making Council for McNabb Elementary School and at Paducah Middle School. He has also served as the President of The Community Clergy Fellowship. Previous community commitments include the United Way, Foster Care Review Board, and the Paducah Symphony Orchestra. Pastor Henderson received an appointment in 2005 from Governor Ernie Fletcher to serve on a blue-ribbon panel to evaluate the state Human Rights Commission.

 

William F. Paxton, Mayor

Elected Mayor in 2000, Mr. Paxton has also served on the Paducah City Commission and the Board of Commissioners for the Housing Authority. His education includes Murray State University, Kentucky School of Banking, and Louisiana State University Graduate School of Banking. Mr. Paxton retired from the Citizen's Bank and Trust Company after 30 years of service as Senior Vice President and Manager for Private Banking. Community involvement includes past President of the Four Rivers Boy Scout Council, past President of the Rotary Club of Paducah, and past President of the Market House Museum.

Victor J. Sredl

Victor Sredl, appointed to the Board in 2001, is Vice President of Sales and Administration for Victor Enterprises, Inc. His education includes a Bachelor of Science in Mechanical Engineering from the Virginia Military Institute in 1988. He is a Major in the U. S. Army Reserve. Victor formerly served as the Chairman of the Paducah Section, American Society of Mechanical Engineers. He has also served as a board member for the Market House Theater, and acted in several Main Stage Productions. Victor is a graduate of the Leadership Paducah Class of 1998.

 

Carolyn Wood

Ms. Wood has been a resident at the Housing Authority's senior development, Pierce Lackey Village, for 13 years. Carolyn served 4 years as President of the Resident Advisory Council and was appointed to the HAP Board of Commissioners in 2000. She is retired after 35 years of retail sales and catering. Other community service includes membership in the Retired Senior Volunteer Program, senior volunteer and a member of the board at the Charles J. Moss Jr. Child Development Center, past President of Pierce Lackey Village Neighborhood Watch.

 

Ed Narozniak
 
Mr. Narozniak, appointed to the Board in 2003, is the owner of Hertz Rent A Car franchises in Kentucky, Illinois, Louisiana, and the Caribbean. A native of Brunswick, Georgia, he has degrees from Nicholls State University and Louisiana State University. Ed is active in the community and has been a past President of the Paducah Optimist Club, the Paducah Symphony Orchestra, and serves on several boards and commissions.

 

  

 

 

  

 

 

 

 
 

Residents Welcome at Board Meetings

Residents are always welcome at board meetings so they can stay informed on actions the board is taking, stay up-to-date on current issues facing the board, and share their input with board members. Each month's regular agenda includes time for resident comments. The board's process is, by law, an open one and meetings are open to residents and the general public as well as to the press. The board welcomes your feedback and suggestions and is interested in working with you to address your concerns provided they are brought forward through the proper channels and processes.
